Every man is obligated to do a personal review of the weekly parsha. Do not start this review before the week begins, and do not postpone it till the next week. (ShA 1 – MB 1)
Read the mikre once, the Targum once, and then say along the parsha with the baal koray. Merely listening to him is not sufficient. (MB 2)
There are three options on the procedure:
Read each possuk twice, and then the Targum of that possuk.
Read each parsha p’sucha or s’tuma twice, and then the Targum of that parsha.
Read until each logical place to pause twice and then the Targum for that section. (MB 2)
It is a hiddur to read the mikre straight from the sefer Torah if possible. (MB2)
On pesukim with no Targum, recite the mikre 3 times. Some hold to recite the Targum Yerushalmi. (MB3)
The advantage of the Targum is that it explains every word and it was given at Sinai. However, Rashi can replace Targum, since he explains according to the midrashim more thoroughly than Targum. Any possuk that does not have Rashi on it should be read a third time. A yoray Shomayim should learn Rashi besides Targum. (ShA2-MB 5,6)
If you can’t understand Rashi, learn the parsha in a language that you understand like in Yiddish with Tz’enna Ur’enna. However if you merely read a translation of the words, you aren’t yotzay “Targum”. (MB 4,5)
In case you only have a Chumash, at least read the mikre twice. Later, when you get a copy of Targum, read just the Targum. (MB 6)
Read the pesukim in order. (MB 6)
L’chatchila, read the mikre twice and afterwards the Targum. (MB 6)
Whoever interrupts in the middle of a topic of Torah learning with idle speech, will be punished by being fed intensely hot coals. In between topics is allowed. When learning shnayim mikre v’echad Targum you should try not to interrupt at all. (MB 6 – ShaH 11)
You may begin the next sidra from Mincha of Shabbos when the tzibbur begins to read it. (MB 7)
The best is to complete the sidra on erev Shabbos. Next best: Shabbos morning early, before going to shul. Next: before going to eat the seuda. If you didn't complete the sidra before the seuda, complete it after the seuda before Mincha. Bedieved, you have until Tuesday night. Some say finish the parshios by Simchas Torah. (ShA 4 – MB 9,12)
Even though it is a mitzva to finish the sidra before Shabbos lunch, it isn’t as important as eating before chatzos. Nor is it important enough to keep hungry guests waiting. (MB 9 – ShaH 14)
Cheder rebbes are yotzay with their teaching. If they teach only the translation, they must still review the Targum of the parsha. (ShA 6 – MB 16)
When is the time to review the parsha V’zos Habracha? On Hashanna Rabba. (MB 18)
There is a minhag to review the Haftara beforehand besides for the parsha of the week. This is so you will be used to it — in case you are called up to read it in public. (Rama 7 – MB 19)
